To make use the file download feature, you have to set your form up to use the “Form Confirmation Dialog.” You can read more about that here:

Alternatively, you can set your form up to just redirect to a URL after it’s submitted (in the URL above, you’ll notice multiple options for Step #2, this is where you set that.) You won’t be able to use the download file feature on a regular page though, only Form Confirmation Dialogs. You could however just link to a file hosted somewhere else (perhaps http://www.mediafire.com/)
