Hello,
I’ve passed the two steps provided in the article Tracking form submissions in Google Analytics and I can see now that the events are tracked OK, but the goal created based on this event is not tracked although it was created according to instruction. What can be the reason? Your help will be highly appreciated!

Could you include some screenshots of your set up?
Sometimes, only adding these two suffice when creating your custom goal by event:
Category - Equals to - Form
Action - Equals to - Submit
