I want to create a small lightbox that comes up as a welcome mat when the user loads the unbounce page. Lightbox would have a question and two buttons. One would redirect to another URL, the other would close the lightbox and stay on the same page.
Can anyone help me out?

You have a couple of options to achieve your desired goal:

Use a 3rd party solution like OptinMonster, SumoMe Welcome Mat, etc.
It depends on how comfortable you are with writing code or prefer a more drag/drop tool.
