How do I reduce the space between paragraphs without reducing the space between the lines within the paragraph?

Try selecting just the space between the paragraphs and adjusting the line height. You may end up adjusting the text too. If that doesn’t work you will have to edit the CSS. I don’t know if you can override just the spacing between the paragraphs or if you will have to write out all of your conditions for the paragraph style. Someone with better CSS skills will be able to give you the exact code. 

My other work around would be to use different text boxes for each paragraph then you can move things exactly where you want them… but that is probably the least “sexy” option.
