Can't figure out Mobile Optimization

Here is our page http://parity.lls.org We are getting great conversations and signups, the issue is every time I try and fix the mobile part it always changes the desktop view. Why can’t I not have two separate looking sites? Please check it out on mobile as well. Thanks in advance, this community seems very helpful.
