Is there a way to limit submissions?

So, here’s my situation - I’m building an event page. Each city can hold 100 people in this event. The problem is - I haven’t found a way of automatically stopping people from subscribing. Is there a way of keeping track on the amount of converted people and automatically disable a form? If so - Is there a way of disabling options in a drop-down selection? Thanks is advance!
