Sending Conversion Event to Adwords

I emailed support about this. I had my GA tag firing but not the ‘global site tag’ to be in the header tag so I just added that in the script manager within all pages and form conversion boxes. Then I added the conversion tag script to fire only on the form conversions and after the header tag. Support really helped though since I thought I had done everything using gtm and Google still wasn’t reading the conversions.
