Masking and scaling imported images

What I am wanting is to have an image that I can turn into a circle. In most cases it is a headshot of a person. There usually is a background that needs to get cropped. I find that if I can turn the image into a perfect square through cropping, I can use the border properties to adjust the corner radius to make the image a circle. I thought I would be able to do this with the masking but it appears this is one way to get the same effect.
