I have a form with a dropdown menu. There’s an option in that menu that I want to trigger a popup. Is there a way to have a popup appear when a user selects that option and then submits the form?

Generally speaking - yes. You should be able to trigger the popup but you would have to write some custom JavaScript to do it.
