We get a targeted list and send an email with a piece of content to download. We want the landing page to make someone want to download the piece of content

Through email

3: What is your conversion goal?
Just to get clicks from the email to the landing page and then click the download now

A little tough to provide feedback on a landing page without a complete headline… But, nevertheless it is a good clean design and flows comfortably.

Assuming you have provided juicy details in the email, if someone clicks to the page they are likely ready to convert. I suggest putting your CTA in the header as well as at the bottom.
