how to create such beautiful icons as this forum without big skills in gimp/photoshop ?
Are there any ready-made ones that can be safely used/reworked?
or some simple tools? Can they be paid or free.
Or maybe I just need a guide on how to create such cool icons?

Custom made icons are often the best. However; if you do not have the resources, I would start your search for some on Google.
