How do I set HTML top open in new windows?

How do I set non-buttons to open new links in new windows (or set the target to the same window)? More specifically, how do I set text to open in new windows? I see how to do it with images.

To confirm what you are trying to do, you are taking a text link, such as this link, and want to control if a new browser window is opened or not on clicking.

When in text editing mode, highlight the text you want to make a link, and click the Link button. A box appears with three tabs. In the first tab, Link Info, you specify the URL. The second tab, Target, controls the window opening, just like you’ve performed with images. Select your desired operation, save, and test!
